The two independent ratings every cable has
A USB-C cable has a power rating and a data rating, and they have nothing to do with each other.
Power: the default is 60W (3A) — plenty for phones and tablets. Laptops above 60W need a 5A cable with an e-marker chip, sold as 100W; the newest standard adds 240W for gaming laptops. The failure mode is silent: a 100W charger on a 60W cable just becomes a 60W charger, no error shown.
